FOUNDING of S.C.O.R. in 2004 with TECHMEX S.A.

Baltic Centre of GIS was really growing in our hands (together with Teresa and Andrzej). Its turnover grew from year to year like a bamboo tree in 1999, 2000, 2001,2002,2003.
We have polished through six months investment agreement with TECHMEX SA, which was almost 1 million $ deal, from January to May 2001. Finally it was signed at the end of May 2001 and allow for boost in development of Baltic Centre of GIS, LLC.

It lead me to neccessity of moving from Sopot to Warsaw to monitor and manage preparations to 3 million $ contract we have finally signed in 2003, on production of 50 000 km sq. of orthophotomaps, based on IKONOS satellite imagery for ARMA - Agency for Restructurization and Modernization of Agriculture.
Whoel Poland required to be covered by orthophotomaps due to our integration with European Union and the neccesity to unite with European Union. This required the implementation of IACS (Integrated Administration and Control System) and LPIS (Land Parcel Identification System). Without these systems , prior implemented almost 2 billion euros could not be distributed from European Funds to individual - farmers bank accounts.

We have found, that our business partner, Space Imaging Eurasia, was making much more photos for NGA (National Geospatial Intelligence Agency) of USA, than for us.
This was putting in danger Letter of Intent, signed with ARMA for production of 2/3 of Poland's orthophotomap from IKONOS.
We have decided with Jacek Studencki, President and CEO of TECHMEX S.A. to go for IPO on Warsaw Stock Exchange in order to finance c.a. 18 million $ deal with SPACE IMAGING and the Polish Government - to obtain the license from US government and NOAA for operating in Poland the Dual Use - Earth Surveillance Satellite Ground Station. I've been assisting to Jacek to prepare this IPO - for abouth six months.Contract for purchase of satellite ground station was signed on December 10th of 2003 year at the first floor of Warsaw Marriott Hotel. Very intensive negotiations with Space Imaging lead to diminishing the price of contract to 13,5 million $. We have received the license from US Department of Trade and NOAA on February 18th, 2004. Then I have signed contract with TECHMEX for supervision of works on construction of satellite ground station of SCOR (Satellite Centre of Regional Operations). After not sleeping for around 6 months, a 4 floors-high building of SCOR, with 3 tonnes of server room was ready.

First IKONOS image was received by SCOR on September 30th, 2004. It was the image of Stockholm. All Europe was cloudy this day, what was visible on Meteosat photos
